Special Lecture w/ Elena Gladun, Institute of State and Law

Professor Thomas Bryer and the School of Public Administration invite students, staff, and faculty for a special lecture with Elena Gladun, Doctor of Law and Professor at the Institute of State and Law, University of Tyumen in Russia.

In Participation of Indigenous Peoples in Land Use and Resource Management in Russia, Gladun will give an overview of the existing policies and laws regulating interaction of indigenous peoples with the national and regional governments and participation of indigenous peoples in decision-­‐making process focusing mostly on the Russian Arctic territories. The lecture will outline the main challenges and achievements of indigenous communities living in the territories of intensive industrial development and sharing their traditional lands with industries, working migrants and booming towns. Prof. Gladun will address issues of indigenous peoples’ development from a regional perspective. She will also describe her home University’s new programs and projects and share her experience of being a fellow in Fulbright Arctic Initiative.

Elena Gladun is a Doctor of Law, Professor at the Institute of State and Law, the University of Tyumen, Russia. She leads the Research Division “Legal and economic frameworks for sustainable development of the northern territories in Russia”. Elena is the leader of Thematic Network “Arctic Law” in the National Arctic Consortium and a member of UArctic Thematic Network “Philosophy of Law in the Arctic”. For the last 15 years, the focus of her research is rights and interests of northern indigenous peoples and legal regulations of natural resource use and environmental protection in the Arctic. Prof Gladun teaches several master degree courses, including “Law and Policy for Sustainable Development of the Russian Arctic”, “Global Environmental Management”, “Legal Regulations of Petroleum Industry in Russia”.
