Title: “Can Government accountants save the world?: A quantitative analysis of the impact of improved PFM systems on a country’s corruption”
Synopsis:
- As part of the aid effectiveness agenda, we now have comparable information on over 100 developing countries and the relationship between different aspects of PFM systems and Corruption Perception.
- This research has identified some interesting conclusions on what elements of a PFM system impact on a country’s overall corruption and brings out some surprising results.
- We will present the initial findings of the research carried out by Fred Mear, Samuel Komakech and Louis Ellam all of DMU.
Personal Profile:
After working in the UK public Sector for ten years Fred moved to academia approximately 30 years ago and has since then taught and researched in many countries. He was a trustee of an international aid agency for some 25 years. His expertise is in Public Financial Management reforms and he has been published not only in English Language journals but also Chinese and French. Fred has taught in UK, China, Singapore and Russia and has worked on EU Technical Assistance programs for countries such as Russian, Latvia, Belarus, Cuba and is currently involved in the Technical Assistance program in Moldova.
